On Oct. 7, 2024, at 7:13 p.m. 1 District (St. Catharines/Thorold) uniform officers from the Niagara Regional Police Service (NRPS) responded to multiple reports of erratic driving related to a possible impaired driver in the City of St. Catharines.

Officers received information that the silver 2018 GMC Terrain had been involved in a single motor vehicle collision after it left the roadway in the area of Glendale Avenue and Welland Canal Parkway. The driver was observed walking away from the scene of the collision.

The GMC travelled approximately 125 metres off road, through two sections of fencing and across an adjacent driveway near Lock 3 of the Welland Canal.  At the time of the incident the area was densely populated with other vehicles and pedestrians.

Uniform officers and an NRPS Canine Unit attended the area to locate the driver. Officers located and arrested the driver walking barefoot approximately 2 km away from the scene in the area of Wellington Street North and Regent Street in Thorold.

Robert Hill (45 years) of Thorold has been arrested and charged with the Criminal Code offences of:

  • impaired operation of a conveyance/drugs
  • dangerous operation of a motor vehicle

Hill was later released from custody with a future court date. The charges have not been proven in court.

Anyone with information about this incident is asked to contact the investigating officers by calling 905-688-4111, option 3, extension 1024233.
