Veteran municipal administrator joining Pelham Town Hall

Bill Tigert will fill in for Clerk Holly Willford during her 18-month family leave

With a résumé that indicates strong administrative skills in policy analysis, strategic planning, and organizational development, Bill Tigert will bring his considerable experience to Pelham starting in March as acting Town Clerk. He will be filling in for Holly Willford during her 18-month family leave.

Tigert’s last full-time role was as the Chief Administrative Officer (CAO) for the Town of Ingersoll. He served in this capacity for seven years, retiring in 2021. Prior to that, he was Director of Social Services for the Town of Stratford for nine years, and the CAO of the Municipality of Thames Centre for five years.

Niagara is not unknown to Tigert, since he was CAO of the Town of Lincoln from 1998 to 2002.

“I’m technically retired, but I’ve had some contract work since I left Ingersoll,” he said. “I enjoyed my stint working in Niagara a couple decades ago, and when I saw the Pelham posting, I threw my hat in the ring. I’m really looking forward to the challenge, and to making a contribution to the Town of Pelham.”

He holds a Bachelor of Commerce from McMaster, and a Masters in Public Administration from Western University in London.

Tigert expects a weekly schedule that involves a few days in Pelham, and the remainder working from home, although the exact details in this regard have not been finalized.
The 60-something Tigert lives a couple hours from Fonthill in Dorchester, just outside London, with his wife of 31 years, Linda. They have two grown sons.

When not in work mode, he and his wife enjoy camping, fishing, and hiking.

Pelham CAO David Cribbs, who was familiar with Tigert through various municipal connections, said, in welcoming him to Pelham, that his “judgment, experience, capacity to mentor, and leadership will bring great value to our organization during this challenging operating environment.”
